10829 Un-confirmed Minutes of the Ordinary Meeting of the Silverdale Parish Council held in the Silverdale Institute on Monday, 1st December 2014.
10830 Present: Chairman – T.G. (Terry) Bond, Councillors H.M.E. (Harriet) Bradfield, A.J. (Tony) Houghton, K. (Keith) Palmer N. (Nigel) Ribbons, P.N. (Paul) Williams, A. (Angela) Woods, the Clerk – L.D. (Denise) Challenor, the Deputy Clerk – S.D. (Sue) Hayward, City Councillor K. (Kath) Graham, Mr Tim Stothert, Chair of Silverdale Institute Committee, and 2 members of the public.

10833 Minutes of the Previous Meeting
The minutes of the Ordinary Meeting held on Monday, 3rd November were approved then signed by the Chairman.
10834 Receipt of Information about Matters Arising from the Minutes of Previous Meetings, not Covered by the Agenda
The Clerk referred to (1) item 10664, regarding the registration of The Royal as a community asset, and advised that as neither The Royal nor the Woodlands are principally used for letting or licensing accommodation to paying occupants they may be eligible, she has written to Lancaster City Council (Lancaster CC) accordingly; (2) item 10813, regarding the children’s playground, and advised that she has asked Lancaster CC if they will repair the rubber matting; (3) item 10818, regarding the tender for the public toilets, and reported that the document has been amended to take account of the rotten fascia boards which need replacing; it was noted that it is not necessary to use marine ply (as specified in the tender) as exterior ply is adequate; (4) item 10822, regarding the Christmas tree in the playing field, and advised that Mr and Mrs Wright are kindly providing the electricity for the lights.
Councillor Williams referred to item 10798, regarding graffiti at the railway station and reported that it still hasn’t been dealt with.
The Chairman referred to: (1) item 10790, reading the appeal documents for Know Hill Fold (Whinny Fold), and advised that Mrs Sarah Fishwick has lent him her copies, (2) item 10807, regarding speed limits, and advised that he has spoken with PC Richard Barr, who will make enquires about a Speed Indicator Display Sign in Silverdale. PC Barr said he has spoken to 2 drivers found to be speeding in the village. The Chairman will write to Highways about the issue of speed limits; (3) item 10810, regarding the shipping container left outside a bungalow on Emesgate Lane, and reported that it is no longer there; (4) item 10809, regarding County Councillor Alycia James, and advised that the Chairman of the local Conservative Association will speak to her about the lack of communication, (5) item 10826, regarding the pool of water at the entrance to the station, and advised that this is a problem.
Members referred to item 10823, regarding Remembrance Day, and wished to record their thanks to the bugler and to Councillor Houghton, who supplied the stones for the plaques and put them in place at the War Memorial. Members noted Silverdale school children’s beautiful display of poppies at the War Memorial.

10835 Matters Raised by Members of the Public for Future Consideration
1. Thanks were given to Councillor Houghton and the Council for the stones and plaques for the War Memorial garden – it is felt that they enhance the area.
2. Members were asked if there is any news about the painting of the finger post at Bottoms Lane or as to the points made about speed limits at the last meeting. [Lancashire County Council (Lancs. CC) have included the painting of the finger post on their works’ schedule].
3. Members were also asked if they would be discussing the pre-planning consultation for the Mobile Infrastructure Project Proposed installation of 20m High Lattice Tower Mobile Phone Base at Land at Hagg Wood, Peasland, Bottoms Lane, Silverdale, Lancashire LA5 0TN. [The Chairman responded to say that the Council had only been invited to comment that day and, as it was not on the agenda, Members would not to be able to discuss it during the meeting, but would do so immediately afterwards as their response must be given within 14 days.]
10836 Update from the Community Police Officer
There was no police representative present and no report was available.
10837 Report from County Councillor Alycia James
Councillor James was not present and no report was available.
10838 Report from City Councillor Kath Graham
Councillor Graham reported that she has spoken with Lancaster CC regarding the Moss Lane/Trowbarrow quarry footpath and has been told that there are difficulties to be overcome if the footpath is to be re-opened.
10839 Reports on any Meetings Attended by Members or the Clerk
1. Trowbarrow Advisory Group
The Chairman reported that the main topic at the recent meeting was the closure of the Trowbarrow footpath. Ms Julia Greenwood, Estates and Valuation Manager (Lancaster CC), had been present and advised that Lancaster CC’s legal department is involved.
2. Councillor Palmer advised that he had attended a meeting with South Lakeland District Council and Lancaster CC in conjunction with the Housing Needs Survey results for the AONB area. He will put the information he has in connection with this in the correspondence file for circulation amongst Members.
10840 Urgent Action Taken in Accordance with Standing Order 25 (other than Planning)
25 (a) Parish Council Property and Functions
It was noted that the tender document for painting the public toilets has been amended to include replacing the rotten fascia boards.
25(b) Non-Parish Council Property and Functions
None.
10841 Correspondence
Receipt of the following items of correspondence was noted and any action determined as indicated:
a) Lancs. CC write to inform of their consultation on the Minerals and Waste Local Plan;
b) Lune Valley Housing write to invite new board members;
c) Mr Tim Stothert writes about the future of Silverdale Village Institute;
d) War Memorials Trust Bulletin;
e) Keer to Kent;
f) Mr Tim Stothert writes to seek approval for the Silverdale Cycle race proposed for July, 2015. Members noted their concerns as to the numbers involved, problems with ‘lapping’ and traffic (in particular caravans and buses). RESOLVED to suspend standing orders briefly whilst Mr Stothert was asked for some more information. Members RESOLVED to agree to support Mr Stothert in investigating further the possibility of a race.
10842 Planning
(1) It was noted that no planning applications had been dealt with under the provisions of Standing Order 25a.
(2) It was noted that no planning applications have been advised by Lancaster CC.
10843 Silverdale Institute
Mr Tim Stothert, Chair of Silverdale Institute Committee, gave a presentation about a survey of residents carried out recently regarding the use of the Institute field and hall. He explained that the new Committee are committed to the use of the facilities by all ages for sport and recreation and that the recent survey had been carried out to ascertain the views of residents. Advice has also been from Lancaster CC. The survey had been delivered to all households via Neighbourhood Watch and more than 400 had responded. Mr Stothert showed Members the proposed plans for the field; there is a desire to keep the field as green as possible. The plans show a Multi-Use Games Area (for 5 a side football, tennis, netball etc.), running track, shared skate park/ BMX area, a boules playing area, croquet lawn, a car park area and a picnic area. It is proposed to extend the Institute building and possibly have a café there.
Mr Stothert asked the parish council to support the plans before a planning application is submitted and any grants applied for. Members RESOLVED to support the proposals as outlined.
10844 Finance
(a) It was noted that no payments have been received.
(b) RESOLVED to authorize payments and sign cheques for the following accounts:
• Silverdale Village Institute (room hire) £155.00 (1011)
• Mr Paul Williams (toilet cleaning and dog waste bags) £231.31 (1012)
• United Utilities Water PLC (toilets) £70.14 (1013)
• Envirocare (contractor – 2 invoices) £702.00 (1014)
• Mr Stefan Laws (contractor) £166.25 (1015)
• Gaskell Memorial Hall (room hire – WW1 commemoration event) £178.00 (1016)
• Mr Terry Bond (building materials for monument) £38.03 (1017)
• Mr G.V. Higton (Christmas trees, fittings and lights) £450.00 (1018)
(c) RESOLVED to pay for the repair to the rubber matting in the playground (£66 + VAT).

10845 Annual Parish Meeting
It was noted that the meeting has been set for 16th March. RESOLVED to contact Ms Diane Baxter, Lancaster District Manager for Libraries, about the possibility of showing the library’s historic collection of glass sides showing scenes around Silverdale; if the slides are not available to arrange for a representative from Broadband for the Rural North (B4RN) to speak.
10846 Parish Council Office
Members discussed whether or not there is a need for an office and issues surrounding one. RESOLVED not to pursue this at the present time; it was noted that Members might wish to reconsider this possibility after the May election.
10847 Silverdale Village Website
It was noted that Mr Steve Lamb has given a rough idea as to the cost of a website – between £25 – £75. RESOLVED that the Chairman and Councillor Ribbons speak with Mr Lamb about adding more links etc. to the parish council website and report back to another meeting of this Council.
10848 B4RN
It was noted that B4RN has received the £5000 pledged from the Council to aid the provision of superfast broadband into the community. The repayment and interest of £1,850.43 is due on 3rd November 2019.
10849 Items for Information
1. The Chairman reported that he has convened a meeting regarding trespassing in the grounds of Cove House and Leeds Children’s Holiday Centre. Representatives from Leeds Children’s Holiday Centre, the National Trust, Cove Hose, Dallam Tower, Silverdale Cricket Club, Arnside Parish Council and the RSPB have been invited to attend. The meeting will be held at Leeds Children’s Holiday Centre on 8th December.
2. Councillor Palmer has received a complaint about graffiti on the wooden panels at Kayes Garden Centre.
10850 Suggestions for Future Agenda Items
1. Dealing with urgent works (parish contractor) and maintenance of benches. (Councillor Houghton)
10851 Date of Next Meeting
It was noted that the date of the next meeting is Monday, 5th January 2015. Items for the agenda and copies of reports to reach the Clerk before 28th December 2014.
